Once in a while I get this random boost of motivation (such as "I'll learn X", "I'll learn Y" etc.) and I start doing it for a few days, and after that I just feel like not doing it and I find bullshit excuses (it's weekend, I will take a pause from it, I will do something else etc.) and never actually continuing.

One strategy is to avoid what you need to do and then spend lots of energy trying to find out why you are avoiding it. This is a great way to continue to avoid taking action. Another strategy is to assume you need to feel like doing something before you do it.
