The Song of Creation in Earthsea speaks of a time when Dragon and Man were one race, one kind of being. But eventually they separate into Dragon and Man. Dragon-people were more in love with flight and being wild, seeking ultimate freedom. The Others cared more about gathering wealth/treasure, learning knowledge. The Others built strongholds and houses to protect their treasures, wanting to pass it on to their children.
“The wild ones feared nothing. They learned nothing.” Some beings carried both beings within themselves, a human mind an dragon heart.
