If prakāśa is pure consciousness, vimarśa is the consciousness of Consciousness—Reality knowing itself. It is by this process of Reality (as Śiva) contemplating on itself (as Śakti) that creation is manifested. This power of self-reflection or vimarśa is the inherent creative potential of prakāśa.
