In creating an outcome, there is a sense of seeing it through to a larger end; a sense of using some extra creative effort. Creating usually requires seeing the bigger picture, perhaps more strategically than tactically. Inspiration is often involved, and there is a sense of seeking more than you had before.

Achieving your goal must not be what causes you to feel the stream of positive and empowering emotions, but instead it is the effect of feeling the stream of positive and empowering emotions that will cause you to achieve you goal.
