This seeming contradiction is perhaps best understood as a swing of feeling in an ambivalent Qohelet. He knows as a matter of observation that the wicked flourish with no sign of retribution, but he wants, desperately, to cling to the idea that there is nevertheless a divine moral order in which the righteous are rewarded and the wicked punished.
