Rails question: What's an efficient way to implement rate limiting on API calls? (FWIW, we're using Cloudflare so maybe there's something there as well? However, actual rate limits will vary between API keys)

The best way to set a limit is to first find the current “upper bound” of the desired metric, and use that as the cap to create a perceived sense of scarcity but doesn’t necessarily limit the behavior.
