Free rider problem in Science and Technology (people think it’s a problem, but it will be solved by someone else, and when everyone thinks that, nothing actually gets done). Translating technology to macroeconomic gain: in periods of extremely rapid growth you can just invest and get 8-10% per year, but once that goes away then you have to use leverage to get that gain, but that leverage is largely infeasible for the long term and the only real solution is to drive fast science and technology growth in most developed countries.
